This presentation shares the bold and adaptive journey of two pioneering Centres of Excellence—Healthcare and Support, and Clean Energy Batteries—led by TAFE Queensland. It explores how these Centres have navigated the complexities of national reform, regional inclusion, and industry transformation while simultaneously designing, implementing, and scaling innovative training and research programs. The metaphor of “building the plane while flying it” captures the dynamic, iterative, and collaborative nature of this work.

Key Themes

1. Co-Designing with Purpose

How the Centres were established as joint initiatives between the Australian and Queensland Governments.

Strategic oversight through governance and subcommittees focused on innovation, cultural safety, and workforce development.

2. Driving Reform in Real Time

Launch and awarding of the Applied Research Grants program, including $2.4 ($4.8 if you include round 2) million in funding across education, industry innovation, and targeted research.

Real-time coordination with other jurisdictions to avoid duplication and ensure national impact.

3. Inclusive Workforce Futures

Prioritising First Nations, regional, and diverse communities in training and workforce participation.

Development of culturally safe training frameworks and pathways.

4. Agility in Action

Managing grant cycles, reporting, and stakeholder engagement under tight timelines.

Lessons learned from navigating IP challenges, funding overlaps, and evolving government priorities.

5. Governance and Continuous Improvement

The Centres operate under a consistent governance framework that ensures transparency, accountability, and strategic alignment across both Healthcare and Support and Clean Energy Batteries.

A robust model of testing and evaluation is embedded in all program phases, reinforcing a culture of continuous improvement. This includes iterative feedback loops, stakeholder input, and performance metrics that inform ongoing refinement of the centre’s operation and processes, training delivery, research priorities, and community engagement.
