It is well established that digital skills underpin learner success in education, employment, and life. Yet, digital capability is often unevenly developed in vocational education and training (VET) cohorts, with implications for both student outcomes and long-term employability.   This presentation will explore how national digital capability frameworks can guide a more consistent and learner-centred approach across the VET system. It will focus on the relationship between the Australian Digital Capability Framework (ADCF) and the European Digital Competence Framework (DigComp), which was formally endorsed by the Department of Employment and Workplace Relations (DEWR) in 2024 as a key reference point for Australia’s digital skills agenda.   Drawing on policy, research, and practice, this session will:
  • Explain how the Australian Digital Capability Framework (ADCF) and the European Digital Competence Framework (DigComp) support consistent digital skills development across learning and work contexts, including insights from pilot projects led by the Future Skills Organising Committee (FSO) introducing new Units of Competency for digital capability as part of qualification reform
  • Share TAFE Queensland’s practical experience using LLND (Language, Literacy, Numeracy and Digital) pre-enrolment assessments to enhance student readiness
  • Highlight the critical role digital skills play in fostering learner agency and promoting more equitable student outcomes
Audience takeaways:
  • Clear understanding of how ADCF and DigComp frameworks are applied to strengthen digital capability in VET
  • Practical knowledge from TAFE Queensland’s use of LLND assessments to support student success
  • Strategies for developing digital capability that empower learners and encourage equitable educational outcomes
